You use the mfauditmgr command line utility to perform this.
mfauditmgr -i [-n name] [-c cfg-file]
-n name | The name of the audit event consolidator instance. This is the name that applications will use to communicate with the audit event consolidator instance. If this option is not specified, the machine name will be used. |
-i | Install the audit event consolidator as a service. |
-c cfg-file | Specifies the name of the configuration file that is to be used for defining which emitters are to be enabled etc.
If no configuration file is specified, the audit event consolidator instance will be configured as follows:

When starting the service, the -n and -c options may also be specified in the service's Start Parameters entry field (right-click on the Micro Focus Audit Manager service in the Services Window, and select Properties to bring up the properties dialog. Enter the command-line options in the Start Parameters field and click on the Start button.
